KCSO: 'Officer followed proper protocol' after video of tasing arrest at Emory Road Exxon surfaces

Video shared to 10News shows a man reportedly getting tased in the head by KCSO deputies during an arrest. KCSO said it looked into the matter and determined deputies had followed protocol. (Warning: Strong Language)

The Knox County Sheriff's Office said it has determined a deputy followed proper protocol during an arrest last week after video surfaced on social media of a man reportedly getting tased in the head.

The KCSO said a Use of Force report had been filed after they learned of the incident, saying the man they arrested, 21-year-old Dustin A. Muncey, had received minor injuries after he refused verbal commands and they tased him.

According to the arrest report, deputies had been dispatched to a domestic matter at 10219 East Emory Road on Friday, May 18 around 10:30 a.m.

Officers said one of Muncey's relatives called them, saying she had become angry at Muncey because she wanted him out of her house. She said Muncey then threatened to burn down the home before he left, according to the report.

Officers said Muncey had reportedly left in a stolen vehicle and had possible warrants out of Ohio. Officers then found a vehicle matching the description at a Knox County Exxon gas station at the intersection of Tazewell Pike and Emory Road.

When an officer confronted Muncey and asked him to walk over to his cruiser, he said Muncey began to run and he followed him until he got our of his sight. The officer detained two women in his vehicle, and said Muncey returned a short time later.

The report said Muncey had ignored numerous commands from officers at that point, and so they deployed a taser which was 'ineffective.' Officers said Muncey began bleeding during the struggle.

In the video shared with WBIR 10News, you can hear a man near officers yelling and cursing "I can't breath" and "You shot me in the f*ing head," as they order him to put his hands behind his back and try to put him in handcuffs.

The report said the incident had been captured on body cameras, however KCSO hasn't released that footage to the public.

After detaining Muncey, the report said a K-9 officer was deployed to sniff the vehicle. Officers said they found two glass pipes, numerous syringes, a small red 'drug bag' with a white powdery substance and filters.

Officers took Muncey and the two women that were with him into custody and booked them at the Roger D. Wilson Detention Facility.

Muncey is potentially facing multiple charges according to the report, including public intoxication, fleeing, resisting arrest and other charges related to the domestic incident.
